White House orders hospitals to send Covid-19 data to HHS, not CDC

The Trump administration has ordered hospitals send all Covid-19 patient info to a central database operated by the Department of Health and Human Services in Washington from Wednesday, instead of first sending them to the Centers for Disease Control and Prevention. Officials say their aim is to streamline data gathering and analysis and fix lags that have plagued the CDC’s reporting efforts.

My question is: why can't hospitals send COVID-19 data to both CDC and HHS? That way everyone's happy.
