A document published by the Russian Finance Ministry shows that a potential 5% cut in military spending from 2021 to 2023 is being considered. The Russian economy has pummeled by low oil prices and the COVID-19 outbreak. The document also has 10% cuts to civil servants’ salaries and other programs.
