Undocumented immigrants will be barred from counting toward House representation

An executive order was signed by President Trump, according to which undocumented migrants will not be counted in the 2020 census for the purpose of allocating congressional representation. The memo argues that the President has a final authority over transmission of the final Census report to Congress and that the Constitution doesn’t make clear who must be included in determining apportionment.

Perhaps it is covered in an article I missed, but how does he implement enforcement when the citizenship question was not allowed in the recent census? Does he have another method of identifying illegal residents in districts, to prevent them being counted in the congressional apportionment?
