Agents will probe crimes, not break up protests, federal prosecutors say

After President Trump sent federal agents to Portland to protect federal properties, federal prosecutors clarified that the agents deputed to US cities would work side by side with local and state investigators to solve violent crimes. They would not be used to break up protests, prosecutors further said. The President’s move attracted criticism after federal agents were seen arresting protesters.

Agents aren't busting protests, they're defending federal property from crowds intent on destruction utilizing dispersal tactics when necessary. They aren't showing up to a march and gassing peaceful crowds. These crowds exhibit mob mentality and lose rational individualized thinking which results in poor decisions that the agents have to deal with.
