Ted Wheeler, the Mayor of Portland issued an order which prohibits the police from using tear gas for crowd control during the frequently violent protests that have engulfed the city for more than three months, ever since the killing of George Floyd in Minneapolis. Mr. Wheeler, who was himself tear gassed, said that he wants the police to respond aggressively to violence and vandalism.
It makes sense. Who would use tear gas on protests? Riots on the other hand need to be stopped and tear gas helps to break them up.
