FDNY’s 9/11 Health Program funds being used to pay for NYC debts with the DHHS

Since 2016, a total of 3.7 MUSD from the FDNY’s World Trade Center Health Program were used to fulfill other Medicare debts NY City had with the Department of Health and Human Services. The Treasury Department acknowledges a 1.9 MUSD offset from the program in disagreement with the National Institute for Occupational Health and Safety, responsible for the FDNY Health Program administration.

The withholding started under Obama in 2016. The funds have been withheld to comply with a Congressional statute, which requires the withholding due to NYC having outstanding debts with the Department of Health and Human Services.
