’Naked ballot’ ruling could jeopardize 100K Pennsylvania votes, official warns

Lisa Deeley, the top elections official in Philadelphia warned that a decision by the state Supreme Court to reject ballots missing privacy envelopes has set Pennsylvania up to be the subject of ’significant post-election legal controversy’. This decision could lead up to 100,000 ballots being rejected in the state. This is more than twice the margin of Trump’s 2016 victory in the state.

Wait, isn't the ballot anonymous? I thought the point of the envelope was to identify and confirm the voter. Naked ballots would then be truly anonymous, in that nobody would have the slightest idea where they came from or who was voting. I mean, it could be a crate shipped in from Russia!
