Missing South Korean official ’killed and burned’ by North Korea, Seoul says

South Korea’s defense ministry said a fisheries department official of the country, who went missing while on his patrol boat about 6 miles from the border, has been killed by North’s soldiers. The ministry said North Korean soldiers shot him dead, poured oil over his body and set it alight. It said the man was interrogated before a senior North Korean official before being ordered to be executed.

I'm not really well versed on North and South Korean politics so I have a question. Why doesn't South Korea or pretty much any other country in the free world swat North Korea on the nose for being a bad neighbor? They do terrible things and continuously get away with it. It dosen't seem that sanctions really work then does it?
