Kim Jong-un offers South Korea apology for killing of official

Kim Jong Un apologized over the killing of a South Korean official earlier this week. ’Comrade Kim Jong Un feels very sorry to give big disappointment to President Moon Jae-in and South Korean citizens’, Moon’s adviser said about a message received from North Korea. South Korea accused North Korea of fatally shooting one of its public servants who was likely trying to defect.

In North Korea's current system, things like this are bound to happen. When you are under constant threat of death an the imprisonment of three generations of your family, you aren't given much room to think about the consequences of your actions when following orders. That's how indoctrination works, eventually you stop thinking for yourself and this is the consequence. Those soldiers were given the order to shoot anyone crossing the border, so they did. I don't think this incident was ordered from the top, most likely it is an artifact of the system. I speculate the Kim Jong-un apologized for the same reason he is more open to de-escalation, he knows the system is unstable and fears for his own survival. Corruption is a integrated into North Korean policies. Here's an example. Refugees fleeing the country via the northern border sometimes get caught by patrols while crossing the Yalu River. Some would bride the guards with their lifesavings, so the government made a rule that guards could keep the bribe and arrest them.
