Three-nation negotiations over Ethiopia’s Nile dam set to resume

The African Union has said talks between Egypt, Ethiopia and Sudan over the Grand Ethiopia Renaissance Dam that Ethiopia is building on the Nile river will resume Tuesday. According to South African President Cyril Ramaphosa, who is the current chairman of the AU, the resumption of the talks shows ’strong political will’ by the three countries to achieve a ’peaceful and amicable resolution.’

Ok so Biden can say that Trump "accidentally" brokered a bunch of peace deals for Israel and everyone just nods and agrees like good sheep. But, two countries in East Africa can have some posturing and Sabre rattling and BBC calls it "the biggest diplomatic failure of his administration in Africa." Pick one, either Trump has full agency concerning his foreign relations and is responsible for things or he isn't.
