Russia’s parliament approved a bill on Wed. that allows national law to supersede over international treaties and rulings from international bodies in cases when they clash with constitution. The bill’s approval is likely to ignite apprehension among rights advocates in Russia. Every year several Russians appeal to EU Court of Human Rights seeking justice that they allege have been denied at home.

Doesn't National Law normally supersede International Law? International laws are inconsistently enforced and often agreed upon by bureaucrats who may or may not be elected to represent the people of their country.
