The EU wants 100% access to UK fishing waters and to sell the catch back to the UK, preventing the British from fishing in their own waters, hence why there is a breakdown in talks. The EU wants a hard brexit for the same reasons as brexiteers do, but they see opposite outcomes from a hard brexit.
