Vladivostok covered in ice after freak storms hit far-eastern Russia

Freak ice storms induced by abnormal weather in far-eastern Russia have left over 150,000 people without water and electricity in the city of Vladivostok – one of the world’s coldest cities and pushed authorities to sound a state of emergency. The storms left vast swathes of the region under an ice blanket. The local weather office said something like this wasn’t seen in the region in 30 years.
